Second Coentunnel contract signed

22 April 2008 | Press release

Characteristic of a DBFM-agreement is the fact that the commissionee takes responsibility for the design and realisation, as well as financing and maintenance. Coentunnel Company finances the activities for its own account and obtains its revenues from the future availability compensation based on the actual availability of the road system for the road-users.

The activities consist of several parts. First of all, as of the effective date, Coentunnel Company will undertake the maintenance of the existing Coentunnel route for a term of 30 years. The Dutch State will continue to own and manage the Coentunnel through Rijkswaterstaat. At the same time, Coentunnel Company will prepare and realise the construction of a Second Coentunnel with access roads and facilities. After the new tunnel is taken into use, the old Coentunnel will be renovated. After this renovation is completed, the Coentunnel route will consist of 2 tunnels providing a total of 8 lanes.
Coentunnel Company BV consists of Arcadis, BESIX, CFE, Dredging International, Dura Vermeer, TBI Bouw (represented by Haverkort Voormolen) and Vinci. During the two-year tendering procedure, the Dutch/Belgian/French consortium was financially assisted by  Rabobank and RebelGroup. Clifford Chance provided the legal assistance.
